Description

Unified Emergency Service is a monitoring system designed to automate joint actions of emergency services.

This monitoring system for Unified Emergency Services is designed to log emergency calls, provide exchange of information between the city’s emergency services, coordinate their actions taken to liquidate emergency situations and offer complete and reliable information on every extraordinary situation.

The system was developed by us together with the All-Russian Institute of Civil Defense and Emergency Situations Research (VNII GOChS) within the federal targeted program "Risk reduction and consequence mitigation in the event of natural and technogenic emergency situations in the Russian Federation until 2005".

Functionality

Unified Emergency Service allows you to gather information on incidents, give orders on their liquidation to subdivisions and provides messaging to all services concerned as well as public authorities. It allows you to hold the information on forces and facilities available and deployed to the scene of an incident.

This software provides decision-making support making recommendations on forces and facilities necessary to prevent incidents and liquidate their consequences, and prompts required activities .

Unified Emergency Service provides tools of integration with telephone control systems, radio/phone conversation recorders, GIS (geographic information system), external subsystems of decision-making support.

Main Features

  • Collects, analyses and reports information on incidents that occurred within the specified district;

  • Provides accurate information exchange between the city’s emergency services;

  • Ensures forces and facilities management during operations;

  • Provides decision-making support;

  • Coordinates the actions taken by emergency services to prevent and liquidate emergencies, natural calamities, and fires, as well as mitigate their consequences;

  • Efficiently prepares and presents complete and reliable information on threat and the origin of emergency situations to the public authorities and services concerned.

  • Generates reports

Tasks covered:

  • call reception and logging;
  • case details recording and updating;
  • messaging to the required emergency services, public authorities and local administration;
  • real-time monitoring;
  • report generation.

System Components
Depending on the distribution of duties established, the functionality of workstations can be set up in several ways. The current system offers four standard configurations:

  1. operator; 
  2. officer on duty; 
  3. analyst; 
  4. system administrator.

Operating Environment

Borland Delphi, Microsoft Visual C++, Microsoft Windows 95/98/ME/2000/XP/2003, COM, ADO/OLE DB, Microsoft SQL Server 2000, SQLib, OpenReport

Software/Hardware

  • client/server architecture;
  • server: DBMS - Oracle 8i and MS SQL Server 7.0/2000 (if required other DBMS can be easily supported).

Minimum Specifications
Client:

  • Pentium-233 ММХ;
  • RAM 16 Mb; 
  • HDD 6 Gb.

Server:

  • Pentium II;
  • RAM 64 Mb;
  • HDD 10 Gb.

Local area network & TCP/IP are required.
